Our leadership team
Our leadership team brings a wealth of experience, expertise and leadership from working within government and private sector across Australia, US and the UK.
Andrew Nipe, Chief Consulting Officer
Andrew is a committed and experienced public sector executive who is passionate about solving complex problems for clients that create significant value for society, and committed to improving the capability of the public service. He has extensive experience in both the public service and private sector consulting here and abroad.
Andrew has worked at Bain & Co in Australia, and McKinsey & Co in Washington D.C. and New York Offices. Andrew joins AGC from the Victorian Public Service where he was the Victorian Chief Data Officer, and has held leadership roles at in-house strategy consulting functions in Victoria (at both Department of Premier & Cabinet as well as Department of Education), and at His Majesty’s Treasury in the UK.
Andrew has a B.Com and B.A. from University of Melbourne and completed his Master’s in Public Policy at Harvard Kennedy School, where he tutored in economics and negotiations.
Joanne Rossiter, Deputy Chief Consulting Officer
Jo is a policy specialist with a strong interest in building capability and implementing ways of working that promote initiative and innovation.
Jo has experience in management consultancy, Nous, and in leadership roles across multiple government portfolios, most recently the Department of Employment and Workplace Relations.
Jo holds degrees in law and commerce from the Australian National University and a Master’s in Public Policy from the University of Oxford.
Victoria Benz, Deputy Chief Consulting Officer
Victoria brings expertise in driving impact in the public service as a senior leader.
Victoria brings extensive senior executive experience delivering complex reforms across the Commonwealth, including in the Department of Employment and Workplace Relations, the Department of Veterans’ Affairs, and the Department of Prime Minister and Cabinet.
Anthony McGinness, Deputy Chief Consulting Officer
Anthony brings more than 20 years’ experience advising government on strategy, policy and organisational transformation. He has worked extensively with senior leaders to confidently translate strategy into measurable outcomes.
Before joining AGC, Anthony founded and scaled Future Friendly’s public sector practice. He has led organisational change and consulting engagements across both boutique and large consulting environments, including EY and previously as Head of Consulting at the Noetic Group.
Anthony brings deep experience building high‑performing consulting teams, advocating for bold ideas grounded in evidence, and creating the momentum and capability needed to deliver lasting public value.
Our project directors
Ethan Barden
Ethan has over 10 years’ experience in analytically-driven policy projects from roles in the APS, Nous and the Australian National University. At AGC, he has led projects supporting the APS to develop regulatory frameworks, undertake whole-of-department prioritisation and advise the Australian Government across multiple portfolios.
Sarah Duffy
Sarah is an economist and public policy expert with over 10 years’ experience spanning the APS, Ministerial offices and PwC. At AGC, she has undertaken projects to uplift policy capability and provide quality policy analysis and advice.
Andrew Campbell
Andrew combines consulting experience at KPMG with deep APS experience, including at PM&C, working within the Cabinet Secretary’s Office and Operation COVID-Shield. At AGC, he leads enablement, governance, recruitment and business planning, helping strengthen AGC’s operations, performance reporting and growth.
Ellouise Roberts
Ellouise has almost 20 years’ experience as an economist, demographer and social policy expert within various APS agencies and as a private sector consultant. Since joining AGC in 2025, she has led workshops and projects in the data, education and health sectors.
Tamara Monty
Tamara has over 15 years’ experience as an economist and policy advisor, with senior consulting roles at EY and PwC. She specialises in economic analysis, policy development, regulatory and cost-benefit analysis, and evaluations, helping governments make evidence-based decisions on complex policy and investment challenges.
Frank van Hagen
Frank has over 15 years’ experience advising government clients across Australia and Europe on strategy, organisational performance and transformation. He has held senior consulting roles at PwC and Scyne Advisory, and specialises in operating model design, organisational and digital transformation and portfolio and program management.
Elizabeth Alvaro
Elizabeth has over 10 years' experience providing economic and strategic policy advice across government and consulting. Drawing on leadership roles in the South Australian Government and Deloitte Access Economics, she specialises in economic analysis, policy development and evidence-based advice to support government decision-making and long-term prosperity.
Richard Pearce
Richard has experience leading strategy, transformation and organisational improvement projects across government. Drawing on backgrounds in consulting, government and communications, he specialises in strategy development, operating model design and stakeholder engagement, helping organisations deliver practical solutions that improve performance and support sustainable change.
Sharon Kennard
Sharon has over 20 years' experience in economics, public policy and consulting across government and the private sector. Drawing on senior roles at AGC, atticusnow, PwC and the Allen Consulting Group (now Acil Allen), she specialises in regulatory impact analysis, program evaluation, policy reform, and reviewing regulatory frameworks and intergovernmental agreements). Many of these projects involved close consultation with state and territory regulators and industry representatives.
