Our leadership team

Our leadership team brings a wealth of experience, expertise and leadership from working within government and private sector across Australia, US and the UK.

Andrew Nipe, Chief Consulting Officer

Andrew Nipe.

Andrew is a committed and experienced public sector executive who is passionate about solving complex problems for clients that create significant value for society, and committed to improving the capability of the public service. He has extensive experience in both the public service and private sector consulting here and abroad.

Andrew has worked at Bain & Co in Australia, and McKinsey & Co in Washington D.C. and New York Offices. Andrew joins AGC from the Victorian Public Service where he was the Victorian Chief Data Officer, and has held leadership roles at in-house strategy consulting functions in Victoria (at both Department of Premier & Cabinet as well as Department of Education), and at His Majesty’s Treasury in the UK.

Andrew has a B.Com and B.A. from University of Melbourne and completed his Master’s in Public Policy at Harvard Kennedy School, where he tutored in economics and negotiations.

Joanne Rossiter, Deputy Chief Consulting Officer

Joanne Rossiter.

Jo is a policy specialist with a strong interest in building capability and implementing ways of working that promote initiative and innovation. 

Jo has experience in management consultancy, Nous, and in leadership roles across multiple government portfolios, most recently the Department of Employment and Workplace Relations.

Jo holds degrees in law and commerce from the Australian National University and a Master’s in Public Policy from the University of Oxford.

Andrew Baechle, Deputy Chief Consulting Officer

Andrew Baechle

Andrew brings a wealth of experience across state and federal government, management consulting and non-profit executive roles. Andrew has been a senior executive in the NSW and Victorian governments, where he led a range of strategic policy and service delivery reform initiatives. 

Most recently, Andrew led operations and delivery for large community sector organisations such as Anglicare and Settlement Services International. Andrew was a Director in strategy and operations consulting at Deloitte in the United States and Australia and has also worked in the US Department of State. 

Having started his career in social work in the USA, Andrew has worked across a diverse range of health and community services.

Sarah Duffy

Sarah Duffy

Sarah is an economist and public policy expert with over 10 years’ experience spanning the APS, Commonwealth Ministerial offices and PwC. 

Andrew Campbell

Andrew Campbell

Andrew combines significant strategy consulting experience at KPMG with a deep understanding of government – having worked in the Cabinet Secretary’s Office and on Operation COVID-Shield.

Isabella Kittel

Isabella Kittel

With over 10 years’ of experience delivering strategic people and culture transformation across the APS, Isabella brings a deep understanding of public sector reform, strong leadership credentials, and a proven ability to drive enterprise-wide change that aligns with organisational goals.

Rachel Krust

Rachel Krust

Rachel has worked at Boston Consulting Group as a Project Leader in the US and in Australia, supporting strategy projects for governments in housing, healthcare and economic development. She also has research experience in economics and public policy. 

Sarah Mourney

Sarah Mourney

Sarah has over 10 years’ experience in policy design and delivery with a focus on delivering for impact including NSW Premier’s Implementation Unit and Delivery Associates projects in Europe, Africa, Middle East, Caribbean and Oceania.

Ellouise Roberts

Ellouise Roberts

Ellouise has worked as an economist, demographer and social policy expert in both the APS and consulting (Deloitte Access Economics) for almost 20 years.

Ishwar Singh

Ishwar Singh

Ish has over 15 years’ experience in professional services, primarily as a management consultant at EY – he is experienced in helping government organisations solve complex workforce challenges and deliver strategic reform.

Marty Todoroski

Marty Todoroski

Marty has over 15 years’ experience working in Consulting and for the Public Sector, including at PwC, EY and Nous on a wide range of analytical and economic projects.

Ying Yeung

Ying Yeung

Ying has over 15 years’ experience in social policy with experience working across consultancy (Oxford Policy Management), public service (UK DfE, Zanzibar, ACT Education), NGOs and multilaterals (World Bank Australia and Mongolia), delivering projects in the UK, Asia, Middle East and Africa.
